when you start a new thread and are in the menu to type it up, scroll down to the bottom .... you'll see it

First you have to check the option to include a poll with your thread. Then choose the number of options you want in your poll. Then click on submit thread. After that a page will come up that asks you to enter the poll question and all of the poll options.
