Starting problems LT1

ok! so i had this problem even with the old motor. so we know it aint the motor just incase anyone wants to point fingers at it like a doofus... and say something stupid lol

ok, so every time i start it. it cranks for about 5-7 seconds. and the rpms jump alittle sometimes while its happening. but if the car was running previously then it starts up faster (doesnt crank as long) car is sluggish going up hills (atleast i think so) and i just has the battery, spark plugs and alt replaced... so i am wondering if this is a fuel issue .... ? or starter problem... sometimes the starter sounds lazy too like cranks alittle slow... idk if thats just cuz its cold out

Put a gauge on it and see what your fuel pressure is when you prime, and while cranking.
