			it is just tint, you aren't dealing with a multimillion dollar item here. just pul it off, pass inspection, and reinstall. it would take you longer and be more of a headache to swap out the glass.

 Since you have a Borla I would put the plate in it so they don't fail you for being to loud 
I have been to 6 different places nobody would even inspect my car due to how loud my exhaust is. 
I had to resort to making restrictor plates inside of a set of spare exhaust tips kinda like the cone of silence in the SS exhaust's in 96,97..

With an OBD2 car the only thing that must be done(to satisfy the computer) is to plug into the diagnostic port and verify that everything's fine and dandy.
