Did you read the article above at the beginning? The point is to save lives, and raising money at the expense of violators instead of tax payers is not a bad benefit either.
During the month of July, police agencies in the Division's North Region (Bergen, Essex, Hudson, Passaic, Morris, Sussex, and Warren) will take part in the second "Obey the Signs or Pay the Fines" speed crackdown. The program was first piloted in July, 2006, in four counties (Bergen, Essex, Hudson, and Passaic) as part of a NHTSA Tri-State initiative. During the July, 2006 campaign 115 police departments participated and issued more than 6,300 speeding citations. The program has been expanded for the July, 2007 campaign in hopes that more police departments
will take part in the effort to address the issue of speed, which is a contributing factor in many fatal and serious injury crashes. Grant funding has been awarded to approximately 70 police agencies for the campaign, and many additional departments will participate at their own expense. The purpose of the campaign is to aggressively enforce speed limits on both highways and residential roads
