FWIW, i think that all pictures that are submitted should be given a shot to be voted for. Submit pictures in this post, close the post, then put up a poll with all the pictures submitted.. only clause to that would be once a picture is submitted, the same one cant be submitted again, we dont want to see the same pic submitted 4 times in a row

Well the problem with that, (as I see it at least) is that if every picture is voted on by everyone for the winner, most likely you will have everyone vote for thier own picture, and the winner will be decided by like 2-5% of people viewing and voting that didn't submit a picture.
As of now (at least while I am running the show) the finalists will will remain chosen by me. If someone wants to submit the same picture over and over that is thier choice, but I am looking for who has the best 3 out of all of them for everyone to decide the winner, and I doubt I would pick the same picture twice unless there isn't any other better options.

What about if they win, they're out of the running for a year or something. (that specific picture, not that member obviously)

This is a month to month contest. The rules are on the first post that explain the outlines of the contest.

So the pictures aren't repetitive. Just in case. Meaning That blackbirdws6 can't use that picture now (the nov. ride of the month one). Wasn't sure if you wanted to throw that in there.

You're really getting into specifics that I don't think you need to, as I highly doubt the winner of a particular "Pic of the Month" will submit the same winning picture for another contest.
However, as stated previously, if they do decide to do so, they will have that option. Keep in mind that I doubt I would choose a previous winning "Pic of the Month" for a finalist unless there really are no other options. Even then, everyone will be able to decide who they want still for the winner.

i also think that the entire membership should be able to vote on all the submissions, if your afraid that too many people will vote on themselves, then make it a rule not to.

The problem is there is no way to enforce it. It would be all an honor system. Sorry, but as long as I am running the show, the 3 finalists will be chosen by me, and there will be a poll to decide the winner.

Yes, it can be enforced. Just set up the poll so that the votes are public, and if someone votes for their own picture, one of the staff will edit the poll accordingly.
