My Walbro also hums when I turn the key on, significantly louder than stock. My dad has some kind of Holley in his 65 corvette and that thing is LOUD

you got the right idea.. im not doing mine either till after the car is running again haha...ill run it on stock fuel pump... just cant get happy with the gas pedal is all...

when i installed my new pump i was afraid of blowing up, i cut the hole 
the 255 is def louder than the stock one but its not bad at all.

Correct me if I am wrong, but doesnt he already have a 4th gen tank 
I picked up a plastic tank for $50 with about half a tank of gas in it and I bought from someone here a sender for a plastic tank. He had the tank too but that wouldnt fit in my beater.....

It technically isnt a removable neck but it is rubber coupled to the tank near the bottom making for easier ingress and egress. I put one in my 91 GTA  it was a LOT easier putting that one in than taking the old one out

From what I understand the 98 tank is steel still. The others all have a return, you would have to remove the internal pressure regulator though and re-plumb part of the system. The plastic tanks have a "T" block right before the fuel filter that the filter screws into. You could easily replace the "T" with some fittings to make the plastic tank work. I am not familiar with the LT1 cars but if the fuel filter is in the same place as the 3rd gens had then you could make it work fairly easy with 2 adapter fittings, IIRC from memory. I ran -6AN line from the tank all the way to the fuel rails but if I had to do it again with stock factory hard lines I could figure out which fittings to buy.
