the one in the wall should be your return. first things first, check air filter cleanliness if you want to do it yourself. second, check out-door unit cleanliness. if its covered in crap (grass, leaves, mulch, newspaper, etc) you could be having the system pop off on high head so it never really makes temp, hence why it is kicking off and on constantly. to me it sounds like this could be part of the problem, due to the quick runs and stops. compressors have internal overloads, normal reset times are about 3-5 minutes, and if its not too clogged but just enough it could take 10 minutes to get the head pressure up high enough to cause issues. just double-check, take a garden hose with no nozzle and put it within an inch of the outdoor coil head-on, and turn the hose on. again, do not use a nozzle because you will bend the fins all up easier then you think and will be in a whole nother world of problems. see if you can look through the top (through the fan) and if you can see any kind of water running through the coil at the same level as where your holding the hose. if it goes through, that rules out the outdoor unit.

in any case since you just got the place you should have the system checked by someone who can check it properly and honestly.

Make & modle of thermostat ? ,,, most newer ones have a cycle rate setting instead of the anticapator

Its a honeywell wireless thermostat.

Townsend, I change my indoor filter every month. The outdoor unit is on a platform about a foot and a half off the ground and is totally free of any blockage. Btw all of my vents are in the cieling including the returns with the exception of one vent and one return. The thermo is on the biggest room which is the living room and the temp seems to be higher in there then in my bedroom which is in the rear of the house. My living room kitchen and dining room is an open floor plan so if your cooking the temp in the room goes up turning the air on. I bumped the temp up a couple degrees and it seems to be running less.

They have many wireless models ,,, there is a way to set up how many cycles per hour it runs,,, need model to help you get in to reset it

3 is ideal for a/c
