there is a max speed limit in germany in most places ...... but on the autobahn especially there is a minimum speed limit that is also enforced

i highly doubt he was on the autobahn. more then likely in a city/suburb somewhere. plus, they should have mentioned what kind of taxi it was. probably a benz, but clarification would be nice.
