QQ Plates
On DMV's website they state the car must be 100% original to qualify for historic plates but I see plenty of vehicles with side pipes, aftermarket body parts/wheels/etc.
Would a car with an aftermarket grill and cowl hood be disqualified for QQ plates? I will have to mail in the Form, Pictures and Check because I want custom QQ plates.

I think as along as the car is 25 years old you'll be fine. I doubt a grill change/cowl hood would hold you up.

In the example section of DMV's website a cowl hood, grill change, and other things like side pipes fail to meet the requirements. But I see all these cars running around with QQs and aren't 100% stock. I doubt all these guys changed their hoods, exhaust, or anything else for 2 pictures.

we just got QQ's on the trans am and it has rims and the spoiler that are not original to the year of the car. I have seen plenty of QQ's with obvious aftermarket parts, I don't think they take it as seriously as the website says

they have clamped down a bit in the past few years.
what you see on the road matters not. owner could have made changes after reg was done since you only do it once. like taking cats out of a late model after you go through inspection.
you can do it right at dmv, no mailing anything.

Grille? Probably not if it is close to the original design. Cowl hood? Most definitely, but you can try.
On the MVC website they show a car with some gauges on the hood, fail! There are many instances like that, you can look. I provided all the links in the resto section

I want to change the grill anyway and put a stock one back in. I suppose I can find a beaten up hood, rattle can it to match the car and snap a few pictures.
I would rather not make out a money order and have it declined and waste $40 or w.e it is on the money order.

Paint wont matter, originality and completion are the only things that do. And rather than waste your time with mailing it, just go to one of the MVC's that do it in person. That way you don't have to wonder if you're going to get them
All the info you need is here

You will get the plates through the mail.
And FWIW, when I got my plates I sent them pics of my primered car and they did not care.

So why would I wanna drive an hour+ and waste gas instead of change my grill, hood and send it all in the mail lol?
Am I missing something? Is it easier to do this in person instead of through the mail?

Instant gratification
I am also guessing you havent read the requirements that I linked fully. You are not taking the actual car to the MVC, just pictures

Basic psychology. It is much easier to deny somebody when they are not staring you in the face.

I guess so but if the car appears 100% stock but painted with primer and aftermarket wheels, I don't see how they can fail it. Wanted to avoid taking out the hood pins and buying/changing the hood for a few pictures but if it makes me pass I will do it. Either way I wanted a new grill so I'm fine with that lol.

Take pictures without the pins in place. Cowl hoods were factory on first gens

Remember, the RS front end was the only one available on the early 2nd gens, a standard front end is wrong

I'd never suggest bringing in pics of someone else's car. No, I'd never say that. Lol

To give a little insight here my cousin for QQ for his 77 blazer. With a cowl hood, lifted 4 inches and spray bombed black. You shouldn't have an issue
