Car Will Not Start

My 1995 Z28 will not start. When I turn the key, nothing happens. The dash lights do not come on, the radio does not work, and the power door locks and windows do not function. The car has a new battery and starter so I am at my wit's end trying to find out what is wrong.

All suggestions are welcomed. Thanks.

How new is that battery?
Has it been at all touched, since the last time the car ran?
May want to double check it, the terminal connection and its grounds.
Do you get any lights on the dash, or any kind of electronic feedback, when you connect it to another car via jumper cables?

I'm gonna go with a battery drain, try to jump it.

If the battery drained and it got below freezing, It is no longer good. Replace it under warranty, and then try to find what is draining it.
